Water Resource Improvements May Change Water
Restrictions
District Staff to
Recommend Twice-Weekly Lawn Irrigation

– With South
Florida’s water resources showing signs of recovery following a
multi-year rainfall deficit, staff at the
South Florida Water Management District (SFWMD) is recommending an
adjustment to water restrictions that would allow twice-weekly landscape
irrigation throughout much of South
Florida. The District’s Governing Board will consider and vote on
these recommendations tomorrow. If approved, the changes would become
effective April 18.
“These recommendations
are based solely on improved resource conditions,” said SFWMD Executive
Director Carol Ann Wehle. “Recent rainfall combined with our proactive water
management decisions and widespread participation in conservation efforts
have collectively brought us to this much anticipated point.”
Above-average rainfall in
February, March and early April has raised surface and groundwater levels in
most areas of the District’s 16 counties.
At 10.50 feet above sea level
this morning, Lake Okeechobee ’s water level continues to make modest gains
and is expected to continue an upward trend. Levels today are
four inches higher than on this date last year.
Water levels in the three
Everglades Water Conservation Areas in western Palm Beach , Broward
and Miami-Dade counties are near or above their optimum levels for this time
of year and nearly a foot higher than this time last year.
Groundwater levels are also in good shape and
are higher now than this time last year, with the exception of a few wells
in Lee and Collier counties that remain low. Water levels in the Kissimmee
River are at their regulation, or optimum, levels and higher than this time
last year.
Water
Restriction Recommendations
In response to these improved conditions,
District staff is recommending that water restrictions be modified in Broward,
Collier, Glades, Hendry, Lee, Martin, Miami-Dade, Monroe, Okeechobee,
Palm Beach and St. Lucie. Staff recommends that landscape irrigation
be permitted on Wednesdays and
Saturdays for addresses ending in an odd number (1,3,5,7,9), and Thursdays
and
Sundays for addresses ending in an even number (0,2,4,6,8) or with no
address. Recommendations for specific watering times are still being
developed.
The recommendations also
include allowing golf courses throughout the District to use 70 percent of
their permitted water allocation, an increase of 15 percent. Plant nurseries
would be permitted to irrigate for an additional two hours daily. It is
being recommended that agricultural water users in the
Lake Okeechobee Service Area continue to maintain at a 45 percent
reduction in permitted water use allocation.
Osceola and Orange county residents would
continue to follow restrictions established by the
St. Johns River Water Management District. Polk, Charlotte and
Highlands counties residents would continue to follow restrictions
established by the
Southwest Florida Water Management District.
Due to continued local
concerns about water resource availability, staff is recommending that
once-weekly landscape watering restrictions remain in place for the City of
West Palm Beach and its water utility service area as well as in the cities
of Dania Beach ,
Hallandale , Lake Worth and Lantana and portions of unincorporated
Lee County , including the
Lehigh Acres area.
District staff will
present these recommendations to the SFWMD Governing Board tomorrow. The
recommended changes are proposed to go into effect on Friday, April 18, with
local governments encouraged to begin enforcement on Thursday, May 1. This
would give residents sufficient time to become aware of the new restrictions
and adjust their sprinkler systems.
Current
Restrictions Remain in Place until April 17
In Broward, Glades,
Hendry, Martin, Miami-Dade, Monroe, Okeechobee,
Palm Beach and St. Lucie counties, landscape irrigation is currently
permitted on Mondays for addresses ending in an odd number and Thursdays for
addresses ending in an even number. Residents and
businesses in
Lee and Collier
counties are limited to one-day-a-week watering during specific "watering
windows" directly associated with their unique street address.
Osceola and Orange county residents are
required to follow restrictions established by the
St. Johns River Water Management District. Polk, Charlotte and
Highlands counties residents are required to follow restrictions established
by the
Southwest Florida Water Management District.

Girliemen:
Humans existed as members of small bands of nomadic hunters
and gatherers. They lived on deer in the mountains during the
summer
and would go to the coast and live on fish and lobster in winter.
The two most important events in all of history were the invention
of
beer and the invention of the wheel. The wheel was invented to get
man
to the beer. These were the foundation of modern civilization and
together were the catalyst for the splitting of humanity into two
distinct subgroups: Liberals and Conservatives.
Once beer was discovered it required grain and that was the
beginning
of agriculture. Neither the glass bottle nor aluminum can were
invented
yet, so while our early human ancestors were sitting around
waiting for
them to be invented, they just stayed close to the brewery. That's
how
villages were formed.
Some men spent their days tracking and killing animals to
B-B-Q at
night while they were drinking beer. This was the beginning of
what is
known as "the Conservative movement."
Other men who were weaker and less skilled at hunting
learned to live
off the Conservatives by showing up for the nightly B-B-Q's and
doing
the sewing, fetching, and hair dressing. This was the beginning of
the
Liberal movement. Some of these Liberal men eventually
evolved into
women. The rest became known as 'girliemen.'
Some noteworthy Liberal achievements include the
domestication of cats,
the invention of group therapy and group hugs, and the concept of
democratic voting to decide how to divide the meat and beer that
Conservatives provided.
Over the years Conservatives came to be symbolized by the largest,
most
powerful land animal on earth, the elephant. Liberals are
symbolized by
the jackass.
Modern Liberals like
imported beer (with lime added), but most prefer white wine or
imported
bottled water. They eat raw fish but like their beef well done.
Sushi,
tofu, and French food are standard Liberal fare.
Another interesting revolutionary side note about Liberals:
most of
their women have higher testosterone levels than their men. Most
social
workers, personal injury attorneys, journalists, dreamers in
Hollywood,
and group therapists are Liberals. Liberals invented the
designated
hitter rule because it wasn't "fair" to make the pitcher also bat.
Conservatives drink domestic beer. They eat red meat and still
provide
for their women. Conservatives are big-game hunters, rodeo
cowboys,
lumberjacks, construction workers, firemen, medical doctors,
police
officers, corporate executives, Marines, athletes, and generally
anyone
who works productively. Conservatives who own companies hire other
Conservatives who want to work for a living.
Liberals produce little or nothing. They like to "govern" the
producers
and decide what to do with the production. Liberals believe
Europeans
are more enlightened than Americans. That is why most of the
Liberals
remained in
Europe when Conservatives were coming to America. They
crept in after the Wild West was tame and created a business of
trying
to get MORE for nothing.
Here ends today's lesson in world history:
It should be noted that a Liberal may have a momentary urge to
respond
to the above and a guilt feeling before simply laughing, denying,
and
forwarding it. A Conservative will be so convinced of the absolute
truth of this history that it will be forwarded immediately.

JENSEN BEACH — Twenty-two waterfront property owners in Martin and St. Lucie
counties sued federal water managers Thursday claiming the government took away
their right to enjoy the St. Lucie River by polluting it with dirty water from
Lake Okeechobee.
Organized by the Rivers Coalition Defense Fund, the property owners — with
about 100 other Treasure Coast residents holding protest signs — packed a
meeting room at Indian RiverSide Park to announce plans to demand $50 million
from the federal government to compensate them for "taken" property.
"We've been fighting for clean water since we moved here in 1990," said Gerry
Tafoya, a Port St. Lucie resident and plaintiff in the lawsuit. "I have my
grandchildren here. I'd like nothing better than to let them jump in the river
and swim. I dream of eating fish from the river. That's just not going to
happen. It's sad."
Coalition members stood next to a poster plastered with pictures of fish
lesions and signs warning residents away from the river and told the crowd that
years of political negotiations with state and federal water managers have
failed.
Over the past year, they have worked with the law firm Marzulla & Marzulla,
which filed the Fifth Amendment lawsuit against the U.S. Army Corps of Engineers
in federal court.
Mary Rawl, executive director of the PURRE Water Coalition from Fort Myers,
attended the rally Thursday and said west coast activists are considering
joining the lawsuit.
A corps spokeswoman said officials would not comment on pending litigation.
Karl Wickstrom, chairman of the legal task force, estimated the action will
cost about a half-million dollars over at least a year — a smaller price tag
than originally anticipated because a number of marine biology and water quality
experts agreed to testify for free.
The plaintiffs were chosen for a broad geographic representation, their many
years of living on the water and their poise, he said.
While there have been previous court attempts to stop discharges from Lake
Okeechobee, Wickstrom said this is the first time one has used the concept of
"riparian rights" — the idea that waterfront property owners have a right to
enjoy the water adjacent to their land.
Polluted lake discharges — which during the summer of 2005 caused widespread
neon green algae blooms, wiped out the oyster and sea grass populations and
clouded the water — took away the residents' ability to fish, swim, boat and
watch wildlife, the lawsuit claims.
Jim Harter, a plaintiff who has lived on the water in Palm City since 1994,
said he's watched the fish population decline with each passing year.
"I moved to this area to be on the water, and it's being taken away from me,"
he said. "It's depressing to look at it and know you can't use it."

PREVIOUS LEGAL ACTIONS
Past efforts to use the court system to stop Lake Okeechobee discharges
have been unsuccessful:
• In the 1950s, a group called the River League sued what was then called the
Flood Control District because the league believed the lake releases would
destroy the estuary. Despite donations from the Jupiter Island Club and other
organizations, they ran out of money and eventually lost.
• In 1998, the St. Lucie River Legal Defense Fund filed legal action against
the state Department of Environmental Protection, alleging that freshwater
itself is a pollutant to the brackish estuary, therefore the discharges violated
the Clean Water Act. The state settled out of court in 2000 by promising to help
pass a rule outlining a healthy salinity range for the estuary, but that never
happened.

AN ORDINANCE OF THE TOWN COMMISSION OF THE
TOWN OF SEWALL’S POINT, FLORIDA, SUBMITTING TO REFERENDUM AMENDMENTS TO ARTICLE
III ENTITLED “MUNICIPAL ORGANIZATION AND OFFICERS” AND ARTICLE IV ENTITLED
“MAYOR AND TOWN CHIEF OF POLICE” OF THE TOWN CHARTER; PROVIDING FOR THE FORM OF
THE TOWN’S GOVERNMENT TO BE COMMISSION-MANAGER; PROVDING THAT A TOWN MANAGER
SHALL BE THE ADMINISTRATIVE HEAD OF THE TOWN GOVERNMENT RESPONSIBLE TO THE TOWN
COMMISSION FOR THE ADMINISTRATION OF ALL TOWN EMPLOYEES; PROVIDING FOR THE
TITLE OF THE REFERENDUM BALLOT; PROVIDING FOR ADVERTISING OF THE REFERENDUM;
PROVIDING FOR CONFLICTS; PROVIDING FOR SEVERABILITY; AND PROVIDING FOR AN

WHEREAS,
a Charter for the Town of Sewall’s Point was created and adopted pursuant to
Laws of Florida, Chapter 57-1865; and
WHEREAS,
pursuant to Fla. Stat. §166.021, the Town has the governmental,
corporate and proprietary powers to conduct municipal government; and
WHEREAS,
Fla. Stat. §166.021(4), the Town Charter may be amended through
the Town’s exercise of its authority, including the amendment of those portions
of its Charter which require a referendum, provided a majority of the electors
in a referendum affirmatively vote to amend the Charter; and
WHEREAS,
Fla. Stat. §166.031, authorizes the governing body of a municipality, by
ordinance, to submit to the electors of said municipality proposed amendments to
the Charter of the municipality; and

WHEREAS,
Fla. Stat. §100.342 requires that the Town publish two notices in
two different newspapers of general circulation in Martin County evidencing the
Town’s intention to hold a referendum to determine whether a majority of the
qualified electors of the Town approve of the proposed amendments to the Town
Charter; and
WHEREAS,
pursuant to Fla. Stat. §100.342
the first notice shall be published in the fifth week prior to the referendum,
and the second notice shall be published in the third week prior to the week in
which the election or referendum is to be held; and
WHEREAS,
the Town Commission deems it to be appropriate for the good governance of the
Town to conduct a referendum on the question of whether the form of the
government of the Town shall be specifically identified as a Commission –
Manager form of government.
NOW THEREFORE, BE IT ORDAINED BY THE TOWN
COMMISSION OF THE TOWN OF SEWALL=S
POINT, FLORIDA:
Section 1.
A referendum is hereby called for and shall be held in the Town of Sewall’s
Point on the 7th day of November, 2006 to determine whether or not a majority of
the electors voting in said referendum support any of the proposed amendments to
the Town Charter, as shown in Section 2 and 3 of Ordinance No. 329 a copy of
which is incorporated herein by reference.
Section 2.
The ballot title which is the subject of this referendum by which the proposed
Charter amendments are commonly referred to or spoken of shall be captioned as:
“Town of Sewall’s Point Charter Amendment”.

Section 3.
Polling locations or places shall be determined by the Supervisor of Elections
of Martin County, Florida, and all qualified electors of the Town of Sewall’s
Point who vote in said referendum shall vote at said designated polling
places. The polls shall be opened on the date of said referendum regarding the
proposed Amendment from 7:00 a.m. until 7:00 p.m. on the
Section 4.
The Town Clerk shall prepare and give notice of the proposed Charter Amendments
by causing during the third and fifth weeks preceding the week in which the
referendum to consider the proposed Charter Amendment is to be held. The first
publication shall take place at least thirty (30) days before the date fixed for
the election or referendum to consider the proposed Charter Amendments in the
Stuart News and The Palm Beach Post, both of which are newspapers of
general circulation within the Town. The Town Clerk shall secure from the
publisher of said newspapers an appropriate affidavit of proof that said notices
have been duly published, as herein set forth and said affidavit shall be part
of the record of the Town Commission.
Section 5.
The ballot summaries of the proposed Charter Amendment shall be:

In the event a majority of electors,
voting in the referendum vote affirmatively to amend Articles III and IV then
said articles shall be amended as follows:
ARTICLE III. MUNICIPAL ORGANIZATION AND
OFFICERS
Section 1. Form of Government.
The form of government shall be known as the
Commissioner – Manager Plan. Pursuant to its provisions and subject only to the
limitations imposed by the state constitution and by this Charter, all powers of
the Town shall be vested in an elective council hereinafter referred to as “the
Commission” which shall enact local legislation, adopt budgets, determine
policies and appoint a Town Manager, who shall execute the laws and administer
the day-to-day governance of the Town as prescribed by this Charter, or by the
Town’s Code of Ordinances; if the manner is not prescribed, then in such manner
as may be prescribed by the Town Commission.
Section 2. Authority of Commission
That the legislative authority of the Town shall be
vested in the Commission. The Commission shall be composed of five members
elected at large. The term of office of each commissioner shall be four years,
or until his successor is duly elected and qualified. The Commission shall
elect annually one of is members to the office of Mayor, whose duties shall
include:

Preside at all meetings of the Town Commission.
2.
Act as head of the Town government for all ceremonial purposes and
recognized by the Governor for purposes of military law.
3.
Signing deeds, negotiable notes and bonds, evidences of indebtedness or
other instruments in writing to which the Town shall be a party when authorized
to do so by the Town Commission, except that the Commission may delegate the
power to the Town Manager.
The Commission also shall elect annually
one of its members to the office of Vice-Mayor whose duty shall be to assume the
duties of the Mayor during his absence or disability.
All powers of the Town and the
determination of matters of policy shall be vested in the Town Commission. The
Town Commission shall have the power, among other powers to:
1.
Appoint and remove the Town Manager.
2.
Establish other administrative departments
3.
Adopt the budget of the Town.
4.
Develop long-term goals and policies which would be designed for the
betterment of the Town and its residents.
5.
Adopt employee personnel policies and salary and benefit plans.
6.
Authorize the issuance of bonds in accordance with the constitution and
laws of the State.

Inquire into the conduct of any department of
the Town and make investigations as to municipal affairs.
1.
Provide for an independent audit.
2.
Other duties as prescribed by State law.
Section 3. Commission Relations with
Town Manager
Neither the Commission nor any of its members shall
direct or request the appointment of any person to, or their removal from,
employment by the Town Manager or by any of his subordinates, or in any manner
take part in the appointment or removal of employees under the direct
responsibility of the Town Manager except as otherwise expressly provided by
this Charter. The Commission and its members shall deal solely through the Town
Manager and neither the Commission, nor any member thereof shall give orders to
any subordinate of the Town Manager either publicly or privately.
Section 4. Future Amendment of the Charter
The Town Commission shall meet at least once every
decade to consider whether amendment of the Charter would be in the best
interests of the Town. The Town Commission may appoint a Charter Review Board
of residents to advise the Town Commission on such Charter amendment. The
Commission shall submit to the electors proposed amendments of the Charter in a
manner in accordance with State laws.
Section 5. Town Attorney
For the purpose of
systematically handling the Town’s legal affairs, the Commission shall appoint,
by a majority of its membership, a Town Attorney who shall serve at the

pleasure of the Town Commission. The
compensation of the Town Attorney shall be determined by the Town Commission.
ARTICLE IV. TOWN MANGER’S DUTIES AND
RESPONSIBILITIES
Section 1. Town Manager
The Town Commission by a majority of its membership shall appoint a Town
Manager who shall serve at the pleasure of the Town Commission. The
compensation and benefits of the Town Manager shall be determined by the Town
Commission.
Section 2. Town Manager’s Duties and
Responsibilities. –Powers generally
pleasure of the Town Commission. The
compensation of the Town Attorney shall be determined by the Town
Commission.
Generally – The
Town Manager shall have the power to hire, demote, suspend or terminate any
employee of the Town. The Town Manager shall have general administration and
supervision over all Town employees and over the Town’s administrative affairs.
The Town Manager shall also have the power
and be required to:
1.
Prepare an annual budget and submit it to the Commission for approval and
adoption and be responsible for its execution.
2.
In conjunction with the budget process, shall submit a five-year capital
improvement plan to the Commission for approval and adoption.
3.
Submit to the Commission a monthly report showing the condition of all
funds, and to prepare and submit annually to the Commission and make available
to the public a complete report on the financial and administrative activities
of the town for the preceding year.
4.
Submit annually to the Commission recommendations for wage and benefit
plans for Town staff for approval by the Commission.
5.
Recommend to the Commission any legislation for adoption or repeal
thereof.

1.
Attend all Commission meetings and shall have the right to take part in
discussions but not to vote, and to attend other Town meetings as directed.
2.
Ensure that all laws, rules, regulations and provisions of this Charter
and acts of the Commission, subject to enforcement by the Manager are faithfully
executed.
3.
Act as a representative for the Town with other municipalities, counties
and state agencies.
4.
Purchase all appropriate materials, supplies or equipment for which funds
are provided for in the budget, but may not purchase any item which exceeds the
budgetary appropriation until the Commission has increased the appropriation.
5.
Consolidate or combine offices, departments or positions which are under
his jurisdiction.
6.
With regard to all public monies to be disbursed by check, review and
sign such checks, which checks shall also require the signature of the Mayor, or
in his absence, another member of the Commission.
7.
Any other duties as appointed by the Town Commission.
Section
3. The returns of the referendum
shall be canvassed in the manner provided by law and said returns shall be
certified to the Town Commission which shall declare the result thereof: Upon
canvassing the returns of the referendum, the result of such referendum shall be
recorded in the minutes of the Town Commission in the manner prescribed by law.
Section 4.
This Ordinance shall take effect upon adoption.

Was the Sheriff at Mondays Republican Club luncheon, Monday Oct. 9th.?
"Who was Mysterious ( very pretty) "Martin County Sheriff". Featured speaker was
Joe Negron & the Club was celebrating his birthday as a fundraiser.
At the writers table was Mr.. & Mrs. Patrick LaConte, Michael Carellii prominent
Stuart Eye Opthasomething, & next to him an unfamiliar but
very attractive Martin County Deputy/clerk? Directly across from me.
I did not recognize "her", key Word "her". Never saw her at a RC luncheon. I
noticed a brass name tag on her collar while I was "lusting" ooops sorry "Jimmy
C.", staring, I was trying to read her brass name plate & wondering if
she had 'cuffs", and got as far as "Martin County Sheriff's Dept." She caught
me, and slowly released the pin clasp while covering the name with her "bird"
finger!, and slid the name plate off her collar, into her purse, giving me
several quick glances in the process.
I had intended to get to her after the speeches and small talk a little,
retrieve her name and maybe a phone number. Boy was I dream-in, by the
time the speeches were over, she was no where to be found! I wanted to ask
why she was there. Sheriff said he wasn't supporting Joe Negron because Joe
pulled the big $ plug on his "Boot Camp". Guess he sent her there to see if
anything was to be said about the Sheriff, it wasn't, Joe has to much class but
the writer will here. We say thanks Joe!
The Sheriff has to much power and spends to much of our tax money on his fleet
of stuff. That's not unusual in Martin County, just take a look at the Parks
dept. & Fire - Rescue. Seems Commissioners not willing to say enough is enough
when it comes to Sheriff, Parks, & Fire. The 10%er 3 years in a row is an
outrage! The more you grow your department, the more dollars you make, both ways
the taxpayers get screwed! Always wondering why fire rescue answers a first aid
call with a ladder truck that barely fits on your street and wont in your
driveway! Commission Chair's dumb "heart attack" remark aside.
Commissioner Weberman almost got there last meeting when he pulled an Agenda
item on pay increases! Then backed off after the pale, squirming rep.
started explaining about 'compression". Later on that one. In short it's a new
government employee term to get more of your tax dollars.! New to this writer
anyway, obviously not new to the benefactors.

Holy Cow I just sent 1/2 hr replying to 544 and my post went away

Many people have thanked me for this site and without it the ex
building dept. pick pockets would still be here. They tried to take
over this Town and almost did. 544 tell me where you would see the
"Auditors Report" not on the Towns website, at least not yet. I sent
them to a web host that is fast/cheap & friendly but cause it came from
the writer they won't go there for a quote. The Mayor already flushed
some of our dough down the toilet w/website pick. it's really crazy
the way they do stuff. The new Town Mgr. should be a big help. 544,

know when your pocket has been picked or about to be. i.e., "ignorance
is bliss". I would love to leave "history" alone but that is how we
learn and when my $ is sippin coffee w/"history", out of Town, there
are some people, including the writer who get upset about that. When
one sees their $ riding North on Indian River drive on your $,
some taxpayers get upset! That's a whole nuther story, how that car
got there, your car!
Ask former "Police Commissioner", just had a "brain fart", no you
stink! You know the well driller guy. The one that always drove his
work truck with tool boxes hangin all over it tyo Commission meetings,
the one that said he had a 'room in his house" where he sent out bills
& had a calculator but no phone in that room so it isn't an office",
the one I called a hypocrite at that meeting, said he didn't like
being called hypo a meeting and I went on to explain that he was.

commentary on police benefits in the "Point" and comps on real estate taxes in

unnecessarily bothers many. To wit the "tree Grant" crappola. We were already
ripped off at the start of this program and we told them so, i.e. wrong
consultant!!!!!!!!!!!!!!

Judge apologizes,
gets reprimand for viewing porn in chambers

TALLAHASSEE, Fla. — A judge who repeatedly
viewed pornography on the computer in his chambers apologized Friday after
receiving a public reprimand from the Florida Supreme Court for violating
judicial ethics.
Circuit Judge Brandt C. Downey III of Clearwater told the high court he was
"sorry" after Chief Justice R. Fred Lewis called his conduct "truly shocking"
and an embarrassment to his friends, his family, the judiciary and the citizens
of Florida.
"I am embarrassed to sit in the middle chair this morning," Lewis told Downey
as he stood alone before the seven justices. "To have a judge compelled to come
before this court because of the type of behavior just stipulated constitutes
true tarnish."
The Supreme Court accepted an agreement in which Downey, 60, admitted
accessing pornographic Internet sites from 2002 through 2005.
The deal also requires Downey, who has served 21 years on the bench, to
retire when his term expires Jan. 1, receive counseling, never again seek
re-election or reappointment and not do any post-retirement work as a senior
judge.
"I acknowledge that my actions were inappropriate," Downey told the justices.
"I beg everyone's forgiveness."
Downey said he has told family and friends he was sorry and, as also required
by the agreement, signed letters of resignation and public apology.
He added that he believes God has forgiven him. He said his family and
friends also have forgiven him and urged him to seek re-election, but he
declined to avoid further embarrassment and publicity, Downey said.
Lewis called the high court's acceptance of the agreement "almost a deal with
the devil" because Downey will be allowed to stay on the bench until his term
ends. During that time, though, his computer use will be restricted.
In the settlement, Downey also denied allegations that he failed to share a
juror's note with lawyers and that his conduct toward two female lawyers was
inappropriate. Lewis described the latter allegation during the reprimand.
In one instance Downey allegedly showed inordinate interest in a young state
attorney, asking her to approach the bench to tell her that she "looked nice
today."
He also was accused of asking another female lawyer to approach the bench for
personal conversation and sending her an e-mail saying "it was nice seeing u in
court looking so pretty."
"What were you thinking?" Lewis asked.
Lewis also said court personnel were exposed to the pornography on his
computer and he kept accessing the sites even after technicians had warned him
they contained viruses that could infect the entire courthouse computer system.
"The unacceptable behavior in which you engaged presents a picture of someone
who simply does not understand the rudimentary bounds of judicial decorum or
just doesn't care," Lewis told Downey.
I don't recall an apology from Chief
